They do in Oregon, even they're not blind or anythinig.

That doesn't change the ehavior of a majority of drivers around here,
though.  Grrr!

I seem to remember that the white cane law applies, but not only that, I
thought pedestrians had the right of way even when they don't  cross at an
intersection.
Someone correct me if I'm wrong.
