Her best source of support is to contact the designated puppy raiser support 
person and see what they say.  I do find it perplexing that mid stream the 
rules are changing. I don't know  if it can be justified that the company 
has already set a precedence. I'm also not sure what or if puppies in 
training have the same or similar protections under state and federal 
legislation as do guide dogs. Again, talk to the designated contact person.
