Do you know there was a complaint? 
Might it be that whoever owns the building changed hands and since the office has to follow the landlord's guidelines, they can't have your friend bring her dog? 
Being that the dog is a puppy, I highly doubt that it has never misbehaved. This isn't to say that your friend does all she can, but puppies do misbehave. It's just what they do. 
As for guide dogs acting up, all I can say is "stuff happens". I don't think any of us go into a place and think "Screw it, Fido can steal a hamburger today".

Hi everyone.  I would like to say thanks for all your replies about the 
puppy raising question.  What seems odd to me is that this woman has 
raised seven pups and brought them all to work and all of a sudden a 
complaint?  it seems very strange.

I suggested that she contact her school and request that someone call 
and try to reason with the man who no longer wants the pup there.

If the dog barked or in other ways created a problem then I could 
understand.  It troubles me that there are guide dog users who go into 
places of business with ungroomed dogs or uncontrolled dogs and the 
business owner is afraid to protest.  I personally would just die if my 
dog stole food off people's plates, or misbehaved in other ways but 
maybe that is just me.  However I am pretty certain that most of us do 
watch our dogs heads and insist on proper deportment.
