My first dog was a leash-chewer.  I tried the bitter apple stuff you  
can buy at Petco, or Pet Smart and she actually liked it.  Next I got  
a small container of Vaseline.  I dumped in some very spicy hot  
sauce.  I mixed the two together and rubbed the mixture into the leash  
and let it soak in.  I don't know if this will stain your leash; this  
particular one of mine was brown and it didn't show up at all.
She never chewed the leash after the hot sauce and Vaseline rub.  I  
made sure to "refresh" the leash every month or so after that.
