Hotels and college dormitories  aren't the same. In either case, it's the 
choice of the adult to disclose her disability and to notify others of what 
additional assistance might be needed.

My speculation about why Julie was given  first floor room is because it's 
wheel chair accessible. And don't you know that all "handicapped" people are 
the same and have identical needs.

At first glance, I'm appalled to hear about such practices at a university. 
Again, you've got ADULTS who can and should speak for them selves.
