No I can't clear up the confusion, because it's murky for me as well. I just know that students less than 18 years of age have a whole different set of policies that apply to them. A lot of the policies come into place because of parental pressure on the university. For instance, if we have someone under 18, their parents can be involved in their grades, disability services, financial records, all kinds of issues. One they hit 18, if the parents are paying the bills, they can still be involved with the student accounting records, including grades.

I guess a good comparison may be that children do not have civil rights under the age of 18 unless their parents give them civil rights. For instance, they don't have freedom of speech or other freedoms.

Mr. Owens,
    I am confused! I'm not sure what the connection might be between the 
issue on the floor and a university setting! I am also unsure of how an 
individuals age relates to the protection of their civil rights. The 
Americans with Disabilities Act makes no mention of excluding those who have 
not reached the age of majority. It is, after all, the "Americans" with 
disaibilities Act, not the "adults" with Disabilities Act. Can you clear up 
the confusion for us?
