[nagdu] Dog IDs

Larry,

Okay so your friend with the smelly dog who pooped in inappropriate 
places was trained at a program and had the issued ID.  With that in 
mind, how does requiring guide and service dog handlers to have and show 
ID prevent them from taking badly behaved dogs into public?

I'm just trying to understand the logic in this whole ID thing.
