[nagdu] Victim or Advocate?

I'm not sure I understand what this behavior of a handler and dog who was wandering around and got out, causing the employee to have to chase it down has to do with the issue at hand. They are talking about whether or not ,  the people using service dogs have the right to bring them near the sealions. Here's the thing. The reasoning they are using is the same thing that quarantines have been based on and the same reason that some of the Zoos have wanted to be exempted from the list of public places where dogs can go. Of course we aren't dealing with the United States here, but we have managed to get quarantines modified. If you have proper paperwork, this should not be an issue at all. Once you start making allowances for places based on misguided thoughts, then more places will come up with reasons why they, too, should be exempted. I think there have been times when people do allow themselves to become victims, but I think that in this instance, we need to be careful not to discount the rights of people using service animals.
