[nagdu] NFB Convention Guide Dog Policy

Hey, Lynn, said very well. thanks.

NFB has paid out thousands of dollars due to damage done by dog guides. We
might ask why don't we hunt down people and make them pay. Well, I tell
you, I doubt the hotel will wait that long and yes, a dog can still do
damage even if someone is with the dog.
Also, there can be unpredictables. A well-behaved guide dog could be
confronted by something or other and do damage due to stress, upset, fright.

I think it's a good policy.
