[nagdu] NFB Convention Guide Dog Policy

Dear All,
    Keep in mind that this policy is meant to provide a remedy for issues 
when they arise. Without a policy in place, any remedy would be arbitrary. 
Like my analogy to public intoxication, if one chooses to become intoxicated 
and does not act in a disorderly manner, do you think there would be an 
issue? If the conduct does not create an issue, we have much better things 
to do than be the guide dog gestapo!
