When I went to Branford Hall, the NFB had to force the school to do this, it was after classes started. But the school was the one who didn't want to do it.
But we finally won, try asking the publisher to do this as well.
Or try and get copies early and use open book to have them scanned.

Have you tried contacting the publisher of your text book(s) directly, or
having your office of disability services contacting them for you? I've had
much success with receiving a PDF copy from the publishers of my text books
and using a screen reader to navigate the material. Granted, you'll still
have to purchase a copy of the book to prove to the publisher you aren't
"steeling" from them. You can find heaps of text books on Amazon for super
cheap, by the way.
