Rebecca, you make an excellent point.  Anytime I have been harassed, or
approached in an unwelcome manner, there is always someone there to
intercept.  This is in part, due to my extreme involvement in my city and
beyond.  It just makes sense.

Dog attacks happen. And this is  adog guide list so you'll hear about them a
lot more here due to the topics discussed on this list. Car accidents are
also common. But you don't hear a lot about hem here and you probably don't
spend your time worrying about being involved in one
Since you don't want a smart phone, I'd not get one
In all seriousness, I'd get a cheap digital camera and just have it
assumming you won't get to it should you need it and also assumming that it
will meet an untimely end while you did what you could to break up a dog
attack. 
Really though, I wouldn't waste energy on worry. You'd do better getting out
in your comunity and enjoying your dog so should there be an aggressive dog,
you'll know about it because people will care about you and your dog and
care about what happens to both of you. People won't have that level of
investment in you if they don't know you, though we could argue maybe they
should.

I value your input, it makes sense.  I do not want a smart phone and it 
could be very hard to get a photo off.  I do have a KNFB Reader on an 
N86 I could use if I really wanted to.  I think I would rather have mase 
ready to use so would  not have time to take a picture.  It seems like 
there are a lot of dog attacks, but then the way  you present things it 
doesn't seem as drastic.
