[nagdu] UK: Heartbreak' as bitten Newport guide dog must go

I don't think Lisa was inferring that the UK is a third world country - she 
was saying imagine how bad it would be IN a third world country.  I'm sure 
the UK isn't much different than the US in guide dog matters.
