[nagdu] guide dogs at nfb centers

When I attended the CCB back in 1999, students had the choice of
working their dogs during and between classes, or not. It was
recommended that students not use their dogs in travel class, but not
enforced. I do remember some students that worked their dogs during
travel classes. However, at some point since 1999 the CCB changed
their policy to be more similar to the other NFB centers. I know of a
teacher at the CCB now that uses a guide dog and might could offer
more insight on the current policy. Unfortunatley, I don't know how to
get in touch with him. His name is DeShawn Spears, and he is the new
Home Management, or whatever they call it, teacher.
