Hi, steve,
On the buses with three steps, I will usually line Odie's body up against 
the wheel well, have him go into a down staying positiong, making sure my 
legs are safely keeping his paws and tail tucked in out of the way.
Again, this only happens if I may be the only passenger on the bus or if 
that's the only place available for me.
As for the steas you've mentioned, yes, I do use them if or when they're 
available.
One major rule RTD (Regional Transportation District) has is that all 
parents are required to fold up their baby strollers and move to the back of 
the bus with them, still folded up.
Strollers are also not permitted to be sitting on the seats on the bus 
either.
