Agreed. While this German Shepherd "hobbyist" brought over some dogs, and some blind people managed to get them (for a fee, as this guy was in a for-profit business if Peter Putnam is to be believed), the effort wasn't, even according to this other book, systematic nor widespread. If anyone wants to read this thing, I'm happy to share it. The whole tone of it is, well, interesting.
