[nagdu] Blind Teacher's guide dog Attacked

The dogs in the article that attacked the guide dog were loose.  Loose 
dogs equals bad dog owner because there are leash laws.  If you are 
going to have your dog off leash, it still needs to be supervised and 
not cause havoc in the neighborhood.
