Larry,

Do you know what your state service dog laws are?  That is where you 
need to start.  Many states have laws in place that make it a criminal 
offense to interfere with guide/service dogs.  Print copies and keep 
them with you.  If you need to contact the police you will be able to 
show them the applicable laws.  If they don't take it seriously at that 
point, I think I'd speak to the supervisor and find out why.
