This discussion re unwanted attention reminds me of Gavin Debecker's books and how usually men (though not always) put unwanted attention on women. Again these are generalizations not hard rules.
Anyway, his books give some excellent steps on how to deal with this.
He discusses people who are just annoying, all the way up to people who want to harm you.

He says that we all meet such people.

It's very useful empowering stuff.
Note for the guys, his books are written for women. So you need to know that before going in.

It mostly depends on your state laws.   Here in Nebraska it is a
criminal offense to interfere with a guide/service dog.  However the
offending person has to have been told that the dog is a service dog and
they are interfering.  This shows intent to interfere instead of plain
stupidity.

How assault and other criminal codes are interpreted is up to the
responding officer and the county attorney.  I had a case of attempted
assault when two kids got into a fight.  Kid one hits kid two.  Kid two
swings to hit kid one back but misses.   Kid two gets attempted assault
and kid one gets some assault charge that I've forgotten.  Is it fair?
I don't know, but it is the way it is.

I've never been in a situation where someone persisted after being told
to quit.  I also extremely rarely have access issues.  I'm beginning to
think I'm scary looking or something! LOL  I honestly don't know what
the magic formula is.  I've been pondering it for years though.  If I
ever figure it out, I will definitely share.
