natalie,
    the more the supply exceeds the demand, the more employers will be 
seeking ways to narrow the qualifications. A valid drivers' license may give 
them valuable information, screening out those who may not make good 
employees due to some of the factors that make obtaining a drivers' license 
impossible, such as addiction issues. However, the challenge is that they 
are not thinking of those they are screening out because of disability and 
how that could negatively impact their company through allegations of 
discrimination.
