Thank you for putting this so very well.  I have been thinking of how  
to say the things you just said.  Someone needs to approach this man,  
out of genuine caring, and with respect, and without judgement.  They  
also need to *listen* as much or more than, they speak to him.
What if this dog didn't come from a program?  What would happen if  
there was no big brother to tell?

This is a tough situation, and there isn't an easy solution.
