You don't want to have a "laundry list" of exempt places. There was a time in Kansas that zoos wanted to be exempt because of the possibility of dogs spreading disease and causing anxiety for the animals. We held that they should not be exempt because their reasoning was faulty, but we also said that to start such a list would suggest to more and more folks that they should be on it.
