Because at least in this town, animal control and the Humane Society won't 
touch service dogs.  Here, the best thing to do is complain to the school 
because they may keep records of the complaints against the dog team.  Also, 
they may be able to send a trainer to evaluate the situation and see if the 
dog can iether be retrained or exchanged.  Finally, it may not be entirely 
the dogs fault but the fault of the handler.  In that case maybe the handler 
needs retraining or not to be in charge of a dog.
