[nagdu] Guide dog use in countries other than the U.S.

I'm pretty sure the cain is to help identify objects that the guide
dog might stop for. I think in Slovakia they train this way, and in a
few other countries too. So a person would pull out a cain to
investigate, like if there was an obstruction, or something like that,
so that they would know how to direct the dog around.
I could be wrong, but from what I know, that's the reason.
