Hi, Larry,
You can use bitter apple spray, rub Kyann Pepper on the cable lightly with water or lightly put Applesider Venegar with water on the tie down.
Neither Kyann Pepper or Applesider Venegar hurt the dog, but make it to where they don't like the smell that has been put on the leash or tie down cable.
As for the chain tie downs, don't think the methods I mentioned would be able to be done with that since the material that the chain links are made out of can rust up.
Only other option would be the use of a kennel since many dogs do find the kennel a safe secured place to be in.
