Most likely, the cut is a working cut.  The poodle is basically shaved.  My 
son thaught when he was little that poodles were part sheep.  They are 
really soft and curly.  You are right that is hair.  Although I still think 
of it as fur.  But true fur sheds and has the guard hair and an undercoat.
