[nagdu] Exemption for Private Clubs and Religious Organizations

Marion: I don't know if anyone pointed this out about bathing dogs every
week.  Any Flea Dip box will tell you it last 30 days. some Shampoos
have suggested bath scheduling info on them too.  this policy concerns
me as these adults are basically defenseless and can have any policy
someone feels like implementing and the Policy becomes "Law of the Land"
because it goes unchallenged until someone or their dog in this case
gets hurt.
