Hi Mark,
I have yet to have a confrontation with my college regarding where and when my dog does it's business. In the service dog policy that I received from them, it states that I must pick up after my dog, this is done and there are no problems. Inform your school that you are picking up after your dog to the best of your ability and then some. Also tell them that they have no say over public property. As stupid as there issue with you is, let them know that you'll go over there heads and fight them as long as it takes.
