I don't know if anyone answered this for you Robert, but they are not
exempt.  In fact, we need to be careful how we look at these under the ADA
as both do receive Federal Subsidies and could fall under ADA Title II/504
versus just under III.  They do need to comply with the ADA, but there are
also specific regulations for ADA Title II/DOT in which the FTA is involved.
