I think it depends on whose definition of interference you are talking 
about.  We all have our own take on it as well as the legal definition 
in your state and of course there is how the lawyers and judges 
interpret that.  To me interference is when a person or a dog with a 
person does something that causes me to change what I am doing and takes 
no action to correct the situation.  Everything else is a training 
opportunity.
