Marsha,

I think you are correct in that Seeing Eye doesn't work dogs outdoors when 
it's above 90 degrees.
When I got my second dog, Gabe, I asked for a guide that would be tolerant 
of the heat in Texas.
Gabe does pretty well, although he is very glad to get inside to the air 
conditioning.
I think it's best to use common sense. I've always tried to go by the 
guideline that if you are uncomfortable, then the same is probably true for 
your dog.
