It doesn't matter if there are laws anywhere in this country or world that 
exempts blind people from picking up after our 4 legged eyes.  Its just 
common sense and a courtesy to others.  second of all, If a blind person 
didn't want to deal with picking up crap, they shouldn't have got the dog. 
Don't get me wrong, I think its awesome that people who have dogs decided to 
acquire one, but seriously they have to take responsibility for their gains. 
Poop comes with the dog so please everyone, pick it up.

Lynn, I couldn't agree more.  I would hope the same attitude holds true for
our peers using mobility and other service dogs as we may have a disability,
but we sure aren't helpless.

Because people think the blind are incredibly stupid and can't do a thing
for ourselves.  the law is that way here in San diego.  I have no idea as to
when this law was written.  You know, the eyes don't work so, obviously, the
brain doesn't either.

This makes sense when you have people coming up to you on the curb getting
ready to cross a street.  they say, "STOP! Don't walk  cars are still
coming."  Usually this is yelled as I approach a curb - maybe a few feet
away from the curb.  I tell them, "Oh, I'm feeling quite well today so I
don't think I'll kill myself today." and walk away - crossing the street at
the proper time. LOL!

So, if we don't know that we are about to enter a street against the light,
we can't possibly pick up after our dogs.  thus the exemption.
