[nagdu] Ownership of guide dog

I think Pilot has ownership of their dogs. I personally don't mind it. If
something happens to me at some point and my family can't care for my dog,
then I would at least know that Princess has a home at Pilot.

What is your opinion of a guide dog Schools retaining ownership of the dog
after training? I know some schools such as South eastern, and piolet dogs
give ownership of the guide dog to the student after training. While others
such as GDB retain ownership. Has the NFB made an offical stance concerning
