[nagdu] Ownership of guide dog

Lea,
    I respectfully disagree with your assertion that no authority would take 
a blind person's guide dog away. If there is evidence of abuse, they will 
certainly do so. Again, there is no valid justification for any delay in 
transfer of ownership. There are many avenues and protections available for 
the abuse, neglect, or maltreatment of an animal.
    There are no higher instances of abuse, neglect, or maltreatment among 
those who receive training from programs that transfer ownership than those 
that do not. I will also categorically state that a number of consumers have 
experienced unwarranted interference from programs that do not transfer 
ownership, something that does not happen when ownership is gransferred.
