[nagdu] Ownership of guide dog

Can't Ebay just make a policy saying that they won't allow the selling or purchase of harnesses with a guide dog school stamp on them?
They have policies against the sale of drugs and children, if this issue is really so hot, why not get the schools and Ebay to deal with it?

Cindy, they now retain ownership because peole were selling harnesses on
ebay.  Now, they want us to return them.  They used to not care.  There are
security or serial numbers on harnesses now.
