Would your vet be able to write a letter on your behalf?
I've had to do that a couple of times.
When Odie and I personally walked into the denver Municipal Animal Shelter several times in a row, they went ahead and just charged me for the cost of all three faccinations for one flat rate fee and issued the city license with no charge.
