Hannah,
I'm afraid this is a tough love kind of situation.  I would take her  
out on concrete all day, especially after play, or a couple of hours  
after a drink, or after working.  If she still doesn't go, you're  
going to have to set your alarm for every couple of hours.  I would  
also restrict where she sleeps to either a crate or tie out with a  
small length-- about 2-3 feet.
You're just going to have to out wait her.
