Jessica,
Have you looked at a private agency, those outside of the international
agencies?  In many states, you can find these.  For instance, Wisconsin has
Custom Canines and OccuPaws which only serve WI or the immediately
surrounding states.  Something to consider.  If you need to locate a private
training program, check out www.deltasociety.org
