exactly Cindy. 
I didn't say it as well as I could have, but that is exactly my question. 
And to be fair, our schools have low expectations re dogs running off-leash. 
I do think in Europe though a dog user is expected to have a sighted person assist with the running off-leash aspect. Am I right? 
I just have the impression that folks in Europe can get dogs but that they are highly dependent on sighted people if they do. Sounds very counterproductive.

Oh, I get the question, maybe better now than before. It is probably a fair question, and it could tell you a lot about if a person's independence is being compromised because of low expectations by the sighted.
