Oh, and it is possible that somebody without the financial means of
others may also want the safe independence provided by a dog. Should
they be considered financially disabled when support is available? Eve

In fact, she has been to the vet three times since I got her and the school has only paid one of those three times which was the emergency situation. Everything else, I have covered. Everyone has different situations and is under different circumstances. In fact, I agree with you that if someone cannot cover the expenses of their dog then there's no point in obtaining one. There's a lot of other costs involved with getting a guide dog such as food, toys if you like to buy any, grooming if you so desire to pay for, and so on. Having occasional assistance shouldn't be a problem. And that's a personal decision.
