Dear Ken,

When researching this question for a housing provider, I found that many
Fair Housing Enforcement Centers offer a sample service animal policy which
generally prohibit service animals from entering the pool.

For instance, the sample policy from the Miami Valley Fair Housing Center
includes two references to service animals in pools: 

"Allow a service animal to accompany the tenant at all times and everywhere
on the property except where animals are specifically prohibited (such as in
the pool)."

and,

"Management may designate certain areas off limits to service animals, such
as 
swimming in the pool or inside the sauna room. Such designations should not
infringe 
upon the right of a person with disabilities to full enjoyment of the
amenities of the 
community."
 
The sample policy prepared by The Washington State Human Rights Commission
for housing providers states:

"Management may designate certain areas off limits to service animals, such
as in the 
swimming pool or any other area where a significant health or safety hazard
may exist. Such designations should not infringe upon the right of a person
with disabilities to fully enjoy the amenities of the community."
