Dogs must be presentable, and well-kempt and under control at all times.
The revised definition from March 15, 2011 touches on this in the following:
Dog must be under control of handler and show appropriate manners
(housebroken, in control and unless prohibitive to function, on a harness,
leash or other tether).
If an individual with a disability is asked to remove a service animal from
the premises if the animal is neither housebroken or in control, the person
with a disability must still be permitted to access the establishment's
goods, services or accommodations without the animal being present.
Public accommodation is not responsible for the care or supervision of a
service animal.
Although it is indirectly stated, the dog must be well-kept and presentable.

I had a paratransit driver--it turns out it is someone who picks me up
frequently--one day ask me if Roxy had fleas. As it turned out, what he
wanted to know was how **not** to take dogs who are stinky, not groomed and
with fleas.
Can someone please cite the part of the law that spells this
out, as they surely do not have to take a dog who is going to get the car or
bus dirty and spread fleas everywhere.
