[nagdu] How to Refuse a Guide Dog who is Dirty and infestedwith Fleas

I have told folks just such a thing. I have had store and restraunt owners 
tell me that they wouldn't ever kick a service animal out mo matter what! 
I've told them that if the animal is showing that the owner is severely 
neglecting it or if the handler doesn't appear to know how to handle there 
dog, they can ask them to remove the dog from the premises.
