Even a chip would be considered documentation and, as such, would require a
change to the implementing regulations. It sounds good but there are many
logistical problems, not to mention fiscal considerations!

TSE microchips if you want them to. I don't think they require it, and there
is a charge, though cheaper than when you get it done at your vet or
somewhere.
