Going back and reading the ADA, I would say that there need to be better
definitions of out of control, handler not taking action to control it, and
not house broken.

Is there some way that business owners could be required to take some kind
of course about service dogs? Also, I think that some of the language in the
laws is too vague and leaves too much room for interpretation and deliberate
misuse. Terms, such as excessive barking, need to be defined better and
possibly accompanied by examples.
