[nagdu] Guide dogs and rental properties

I think the only exception to what Marion has said is if it's a very small 
rental property; for example, if a homeowner is renting one room of his or 
her house to someone, and the owner also lives in the house, then the owner 
can say who can and can't stay over, otherwise not.
