[nagdu] Winter Apparel For Dogs

I specifically asked TSE if boots would prevent stray shocks, and they said 
No.  Which I didn't understand, as rubber is an insulator against 
electricity.
It's a worry to me, as some pet dogs, and people, have been killed by stray 
electricity.  Thanks, Con Ed.
A friend of mine thinks that salt and water on the streets increases the 
chances of stray shocks, which makes sense to me.
