No I will take her outside.
that is one of the things that I am concerned about.
If it effects  her house breaking training.
she also will get mad at new things that she feels isn't quite right for 
her.
My girl knows what she likes and how to let me know when she doesn't like 
something.

Hi Melissa.
It sounds like you're thinking of using the relieving harness as a
replacement for taking your dog out in the cold.  If so, I'm not sure how
well that would work. I think her housebreaking training might keep her from
going inside, regardless of what happens to what she produces.
