Because the brain makes no distinction. 
It's no different then forgetting to lock the house, or the package that you wanted to mail.   
The article is deffinately a painful read, but it's one you should try to get through since you seem to want to know how this can happen.

I won't read this. I just can't bear it. I have to get through those children's deaths, too, and that has always sparked real pain for me. I worry sometimes if I could deal as a chaplain with the loss of a child. I sure would have to use a lot of prayer and work on the judgment factor, for I am definitely judgemental in situations like this. I do feel for the individual who left the dog in the car, of course. That individual must surely suffer like the man in the other story. But I just don't know how you can forget you have a dog or a baby in the car.
