Yup, Lions are heavily involved with Leader Dogs both the funding, and providing people with the oppertunity to go.
They aren't saying people can't get dogs from other schools, just that they won't fund it if you do.
That's not unlike the guy at Wendy's who won't prepare a McDonald's hamburger. If that's what you wanted, you'd go to McDonalds.

I am not sure what adding Seeing Eye to the scope means either. I think because Lions had such a large part in the founding of Leader, they are very much tuned into Leader. I am not sure I totally understood this before now.
